Create new OS X network users remotley

I know there might be some security risks involved but I really want to do this.  I want a webpage that I can run off my server that folks can setup their own network user account.  So folks would be able to create this account with their own password and whatnot, then somehow I would have to be notified for approval, and then the account creation would take place and the users can remotely access their directory through FTP.Start Free Trial
