Assitance required on MAXDB running win2003

Hi,
I am running SAP Discovery server on a win2003 server, running MAXDB as the database, my SAP application starts and is accessible , the error i am recieveing is when i access the SAP application via transaction DB13 "no DBconnect possible" , when i check this via the DBMANAGER ,i see that the DB is offline , i then click and select connect,but as soon as i close the dbmanager it loses connection when i re-enter the dbmanager:

Any assistance req on why the DB keeps on going offline, but my SAP application still runs.
