Onboard Bluetooth Won't Work

My Dell has Bluetooth from the factory. There is a cute little bluetooth LED right next to the wi-fi. How do I get it to work? I do not see ANY bluetooth options in Control Panel whatsoever. I did a format and reinstall last week and no Bluetooth drivers appeared on the support site using the system tag. FYI: The bluetooth never worked before nor ever showed up in Control Panel.

If you stare directly overhead of the light, it is blinking (blue) very dimly and very rapidly. I have a bluetooth cellphone with bluetooth mode on sitting 1 ft away....Start Free Trial
