Would like a algorithm to solve combination problem.

I am trying to solve a problem involving a series of items I, that I want to reorder to a given final order F. The only valid reordering operation is the "flipping" of adjacent items. Thus the whole series can be flipped or an individual item. This flipping constitutes one move regardless of the size of the flip. Also, when ever an item is fipped it assumes an opposite orientation than it previously had. The final order F must be matched excatly with all correct orientations and item positions.

Ex:
Assume I = 1 2 3 4 5.
After flip operation of 2, 3, and 4 then I becomes 1 -4 -3 -2 5.

I would like to find the minimal number of flips needed to get to the final order F.

This problem can be easily solved with a brute force tree search quite easily. However, the size of I can be quite large so the tree search becomes quite expensive.
My current solution was to developed a ranking function to rank all the permutations of a given ordering and choose the best permutation to continue with. This of course assumes that the ranking function will produce a shortest path to the correct solution. Also, since I am iterating through the permutations then each step has O(n^2) time which is probably excessive.

Please advise on what is the best algorithm to solve this given problem.
