The Best 3d Application For Rigging Custom Characters (i.e animals)

Deat Experts,  I would like some solid information (not just links please)  regarding the best and FASTEST way to rig up custom characters that I have built in Studio Max.   We plan on hiring a rigger and animator to do the work but i would like to get some feedback as to the best software that will rig up characters with solid realisitic looking boon structures for movement.  

I know that maya has a build in rig that is designed for humans but is maya the fastest for applying this type of rigging to characters such as a wild boar, or a dinosoar or an ant which would have multiple torsos or points of rotation for the body.

Lastly I need to make sure that the rigging can be exported into a 3d engine (which im not sure if thats something that is done on our end in terms of hiring a rigger to transfer over the 3d data to the engine)
