The Solution Rating System

With so many solutions, how can you tell which solutions are most likely to help you and which ones are not? To provide you with a tool to use, we rate our solutions based on various elements that most accurately determine if a solution is a quality solution. To explain what factors affect the solution rating, here are the elements we take into consideration when formulating our solution rating.

Error Message : not allowed here because it does not extend class 'System.Web.UI.Page'.

I am writing an asp.net/C# web application and I keep getting this insane error message:
Parser Error Message: '_ImageManager' is not allowed here because it does not extend class 'System.Web.UI.Page'.
Please see the attached screen snapshot. I can't figure out what is going on here to cause this problem. Here are the first few lines of my C# code file. And included as an attached code snippet is the asp.net file.
