How does thread creation work on Linux, i.e JVM's Xss vs Ulimit -a ?

Hi All,
We were experiencing following errors on Tomcat logs
unable to create new native thread
java.lang.OutOfMemoryError: unable to create new native thread
        at java.lang.Thread.start(Native Method)
After some research we figured out that we need to have an addition parameter 'Xss' to reduce the stack size so that JVM can create more threads. We are on JVM 1.4.2 and we specified Xss128k to the catalina options. But after even after that the error has re surfaced.

Researching further on this error, we found following link which says that " Xss:Some people have reported that it is necessary to change stack size settings at the OS level for Linux"

 i.e. when I do Ulimit -a

core file size        (blocks, -c) 0
data seg size         (kbytes, -d) unlimited
file size             (blocks, -f) unlimited
max locked memory     (kbytes, -l) unlimited
max memory size       (kbytes, -m) unlimited
open files                    (-n) 1024
pipe size          (512 bytes, -p) 8

stack size            (kbytes, -s) 8192

cpu time             (seconds, -t) unlimited
max user processes            (-u) 7168
virtual memory        (kbytes, -v) unlimited

So, How does this two relate - JVM's XSS vs Linux's Stack SIze ?

What do we need to do to fix this error : "java.lang.OutOfMemoryError: unable to create new native thread
        at java.lang.Thread.start(Native Method)"

Do we need to reduce stack size at Linux/OS level ??
