Linksys RV082 Port Forwarding/Firewall

Ok so I am absolutely stumped right now with this Router.
I am using a Linksys RV082 with the newest Firmware: 1.3.98-tm

My issue is I can ont get port 25 to forward/work. I have tried everything that I can think of.

Im trying to forward traffic for port 25 to my private ip of my server for mail.

Currently I have the following settings on my Router:

In the Forwarding section I have SMTP 25 forwarded to my pirvate ip 192.168.1.100.

In the Access rules section I have:
ENABLED
Action: Allow
Service: SMTP[25]
Source Interface: WAN1
Source: Any
Destination: 192.168.1.100
Time: Always


The Firewall is enabled but DoS, and Block WAN requests are all disabled

I can telnet to 25 locally and it works fine.
Trying it from a different internet connection...
In the log of the router when attempting to telnet to 25 it says: Connection Refused - Policy Violation
It shows my public IP and port 25.

I used Wireshark on the server. Port 25 does not even make it.

I tried disabling the firewall and also adding in an access rule that allowed everything but that still did not fix the port 25 issue.

If anyone has any suggestions help would be greatly appreciated as I am pretty stumped at this point.
