public key auth for openssh on Windows

I cant seem to figure how to get the keys to work. I have password auth working fine to a windows server with opnessh.

I think it is the path to the authorized_keys file that it does not like. I get prompted for the pass-phrase to the key and then immediately kicked out.

I am tring to use this :
HOME/.ssh/authorized_keys

PubKeyAuth    YEs
