Adobe Flash Player Terminal Services Server 2003

We are running a Windows 2003 Server with Terminal Services. Having trouble getting flash player to work for users. Have installed as an administrator but it still requires users to install the plugin when they go to a flash website, and they do not have the rights to do so. Anyone know of a way to install it through the admin account so that all users have access? Start Free Trial
