Doing an Uninstall/reinstall I suddenly get an Error R6034

Hello, I had a photo editing program (Photo Impact Pro V11) installed on my PC that had at one time worked just fine. I have several such programs including Photoshop CS3. One day when trying to open the program a began getting the prompt the the program had "encountered a problem and had to close". About a week ago I had the time and decided to do an Uninstall/reinstall. Now I'm getting this Runtime Error R6034.

I called the Photo Impact support # and after an hour I spoke with someone who told me that Error R6034 means that the program cannot be run on that PC. Huh? It WAS working! I began searching and found a Microsoft site that addressed this and said to embed one of three codes .... someplace. Well over my skill level especially without instructions.

I'm using Widows XP Pro SP2, The PC is fairly new, some parts purchased though Newegg and assembled at a shop that I trust. This the first real issue in the several months that I've had it. I did notice some problems begin after running spybot and adware.
