Received error applying service pack 4 to Commerce Server 2002: Error in func: StopNTService,

Trying to install Commerce Server 2002 (CS2002) Developer's Edition on a Windows 2003 Server.  The problem I received.  I've installed the software in the following order:
1) Visual Studio 2005; SP1
2) Visual Studio 2003 .NET
3) CS2002 Dev Edition
4) CS2002 Service Pack 2
5) CS2002 Feature Pack 1
6) [attempting] CS2002 Service Pack 4

The error comes up when the Service Pack is initiated and the IIS/NT services were being shutdown.  In the log; it looks like the IIS services stopped successfuly but not this StopNTService function.  i am not sure how to get around it.Start Free Trial
