The Solution Rating System

With so many solutions, how can you tell which solutions are most likely to help you and which ones are not? To provide you with a tool to use, we rate our solutions based on various elements that most accurately determine if a solution is a quality solution. To explain what factors affect the solution rating, here are the elements we take into consideration when formulating our solution rating.

Because of the way the system is set up, the most important variable in this equation is you. IIS - overlay content directories

Using IIS and widows server 2003, is it possible to map 2 directories of content such that a file existing in directory 2 would be served instead of a file existing in directory 1.  The intent would be to provide a 'customization' directory where end users of a product could customize files by first adding them to directory 2 and then modifying them.   If not directly supported in IIS, are there other ways to accomplish this that do not involve server side programming?  I am looking for a configuration solution, not a programming solution.
