OWA 2007 -- User Must Change Password -- generates Forbidden 403

Asked by apsutechteam in Exchange Email Server, Microsoft IIS Web Server

Our OWA 2007 'Change Password' functionality works great.  However, when the account is marked "User Must Change Password at Next Login", the user receives - HTTP Error 403 - Forbidden: Access is denied.     Internet Information Services (IIS)
I used Article ID: 833734 for setup.
Application Pool is set to MSExchangeOWAppPool, authenication set to Basic and Anonymous. ASP.net set to Allowed (under Web Extensions).  Pasword Change Flag to 0.

Does anyone know where my problem might be. I'm searched all the forums, and just can't get it working.
