how do i download contents of a folder that are not indexed?

how do i download all the files in the following folder: http://www.capitolreader.com/sum/                             it is not indexed so the permission is blocked. you do not need a password to access the folder. there are examples of the contents of the folder all over the web. for instance:                               http://www.capitolreader.com/sum/summary-11807-twaytowi-harh.pdf
