XSLT checking for empty values in xsl:choose

Hi, i'm trying to check if xml elements are empty or not (only checking to see if there is text, these elements don't have children). I'm using xsl:choose to test conditions (below).

i can't get the xsl:when statement to properly check if the element is empty or not. i've googled and found multiple ways, none of which work, and i'm not even sure which to use (or even if my syntax is correct).
